This is a CSS function used in variety of websites for mostly previews of something. The snapping is added due to the content importance (value):

Now you can scroll horizontally to discover items - a rarer technique in websites, as scrolling down is the primary build. It also snaps to the next element as you scroll.

Vertical Scroll Snapping

Used in alot of modern website structures - as you scroll down, it snaps you to an element, instead of you fully manually scrolling:

Some people like that feature, some don't, because you have less control over scrolling, while some love it, because it makes scrolling more automatic.
